All other operating costs of the Department which benefit the city and county equally shall be shared equally. However, where items or employees are clearly “city only” or “county only” in terms of benefit and purpose, their cost shall be born by that unit of government. (At present, these items include, but shall not be limited to: County Attorney fees; payment to County Plan Commission members for meeting attendance; and payment by the city for the services of a Recording Secretary.)
