§ 33.03 TIME AND EFFICIENCY STUDIES.
   (A)   The County Council recommends to the Board of County Commission that a time and efficiency study be instituted and authorized to carry to conclusion a study of all persons and departments of the county government.
   (B)   The County Council does state its authority to fund such a venture and its agreement to do so.
