No person shall collect garbage or rubbish except such person's unless otherwise by contract or permit approved by the Superintendent of refuse and issued by the Clerk.
In the event any business, firm, or corporation may elect to dispose of refuse or waste matter, for temporary needs, the same may be done provided that such disposal and transporting of any refuse or waste matter complies with the provisions of this chapter, is approved by the City and a permit issued by the Clerk. The annual permit fee for a hauler, other than the one hired by the City, shall be $100.
