6-3-38   BACKFILL MATERIAL.
All backfill material shall be free from cinders, ashes, refuse, vegetable or organic material, boulders or other material that in the opinion of the Superintendent is unsuitable. From three feet above the top of the pipe, the backfill material may contain stones up to four inches in their largest dimension.
