Before any person makes a connection with the public water system, a written permit must be obtained from the City Administrator and Water Superintendent. The application for the permit shall be filed at the same time as the building permit and on the same form. The Water Superintendent shall sign and issue the permit, if the proposed work meets all the requirements of this chapter and if all fees or charges required under this chapter have been paid. The Water Superintendent may at any time revoke the permit for any violation of this chapter and require that the work be stopped. The property owner shall pay all charges in accordance with 6-3-8. The owner shall notify the City Administrator when the connection to the City water meter is ready for inspection by the Water Superintendent. The water meter must be connected and operational prior to any water consumption from the City's water system.
