Applications for major site plan approval shall be on a form provided by the zoning administrator. Major site plans shall be submitted at least twenty-one days prior to the planning and zoning commission at which they will be heard. The application shall be accompanied by the appropriate fee and development plans showing sufficient information for the planning and zoning commission and city staff to determine whether the proposed development will meet the development requirements of the city. In all cases the application shall contain the following:
A. General:
1. Name of project/development;
2. Location of project/development by street address;
3. Location map, including area within one-half mile of site;
4. Name and mailing address of developer/owner;
5. Name and mailing address of engineer/architect;
6. Date of plan preparation;
7. North point indicator;
8. Scale of not less than one inch to one hundred feet; and
9. Names and addresses of property owners within two hundred feet of site;
B. Site Plan, including:
1. Boundary line of property with dimensions;
2. Location, identification and dimension of existing and proposed data, to a distance of one hundred feet unless otherwise stated:
a. Topographic contours at a minimum interval of two feet,
b. Adjacent streets and street rights-of-way to a distance of one hundred fifty feet, except for sites adjacent to major arterial streets where the distances shall be two hundred feet,
c. On-site streets and rights-of-way,
d. Ingress and egress points,
e. Traffic flow on-site,
f. Traffic flow off-site,
g. Utilities and utility rights-of-way or easements:
i. Electric,
ii. Natural gas,
iii. Telephone, cable TV,
iv. Water,
v. Sewer (sanitary treated effluent and storm),
h. Buildings and structures,
i. Parking facilities, including bicycle racks,
j. Water bodies,
k. Surface water holding ponds and drainage ditches,
l. Surface water drainage arrows,
m. Significant rock outcroppings,
n. Sidewalks, walkways, driveways, loading areas and docks, bikeways,
o. Provision for handicapped accessibility, including but not limited to wheelchair ramps, parking spaces, hand rails, and curb openings in accordance with A.R.S. 34-404 through 34-439,
p. Fences and walls,
q. Exterior signs,
r. Exterior refuse collection areas,
s. Exterior lighting,
t. Landscaping (detailed plan showing plantings, equipment, etc.),
i. Botanical and common names of vegetation to be used,
ii. Size of plantings at time of planting and at maturity,
iii. Areas to be irrigated;
3. Number of employee and non-employee parking spaces, existing and proposed, and total square footage of each; and
4. Site statistics including site square footage, percent of site coverage (building and parking), dwelling unit density, percent park or open space;
5. A reproducible copy of the site plan with appropriate signatures shall be submitted upon approval.
C. Building Information (on-site):
1. Height above mean sea level of the lowest floor when the structure is proposed to be located in a floodway or floodplain area;
2. Gross square footage of existing and proposed structures; and
3. Front, rear and side elevations, with a description of exterior materials to be used.
D. Permits:
1. A listing of all required federal, state and city permits and status of applications;
2. Certificate of one-hundred-year assured water supply;
3. Certificate showing compliance with minimum county and state water quality standards.
