The office of director of civil defense is created with the director having the authority to request that the council declare the existence of an emergency. The city manager shall serve as the director of civil defense. In any event, if the Governor of the state declares an emergency in accordance with Section 26- 342, Arizona Revised Statutes, then any emergency plans of the city shall immediately become effective and the Casa Grande civil defense organization shall take immediate action.
