The members of the airport advisory board shall elect a chairman and a vice chairman and shall make the rules for the administration and proper functioning of the airport advisory board as they may deem expedient which shall not be inconsistent with the laws of the state or the ordinances of the city. Four members of the airport advisory board shall constitute a quorum for the exercise of the powers and authority conferred upon it. The concurrence of the majority of the airport advisory board shall be necessary to render a decision of the board or enact any rule.
