A. An employee of the city, authorized to issue a citation under the city code, may serve a citation by hand delivering it to the defendant.
B. A civil citation or civil complaint and summons may also be served by any means allowed by the Arizona Rules of Civil Procedure for the Superior Court, as approved by the Arizona Supreme Court and as amended from time to time.
C. In addition, a civil citation or summons may be served by certified or registered mail, return receipt requested. Return of the receipt shall be prima facie evidence of service.
