A. A civil violation may be commenced by issuance of a citation or by civil complaint. Any city employee responsible for the enforcement of any provision of the city code may issue a citation. Alternatively, an attorney for the city may file a complaint. Upon receipt of the complaint, the court shall issue a summons.
B. Form of the citation. The citation will be substantially in the same form as the Arizona traffic ticket and complaint, as approved by the Arizona Supreme Court, and shall direct the defendant to appear in City Court of the city of Casa Grande within ten (10) days after issuance of the citation.
