A. These regulations shall be administered and enforced by the planning and development department of the city or other agency as designated by the city manager, through the planning director.
B. All subdivision plats submitted to the city shall first have been examined by the planning director and the planning and zoning commission in accordance with the procedures established by these regulations. As part of their examination, the director and the commission may consult with other public or private agencies to determine whether or not the plat, as proposed, will contribute to the orderly growth and development of the city.
