The purpose of this title is that of assuring sites suitable for building purposes and human habitation, of providing for the harmonious development of the city, of providing adequate open spaces for traffic, recreation, light and air, of providing proper distribution of population and of creating conditions favorable to the health, safety, and general welfare of the residents of the city.
