A. All connections to the Tanger Outlet Mall Trunk Sewer, within the cross hatched area on the map entitled “Tanger Sewer Trunk Service area,” which is attached as “Attachment A” to the ordinance codified in this section and on file in the office of the city clerk, whether direct or indirect, will be subject to the Tanger Outlet Mall trunk sewer charge.
B. The Tanger Outlet Mall trunk sewer charge shall be paid at the time the building permit is issued. No connection is permitted until payment has been received by the city.
C. The fund collected will be placed in a restricted “major sewer line account” and can only be used to install future major trunk, interceptor or relief services.
D. The charge will be based upon the following fee schedule:
1. The city has constructed a sewer line to provide sewerage service to the Tanger Outlet Mall. The line will also provide sewerage service to areas south of the Mall. This plan provides for reimbursement to the city for the costs incurred in building the line.
2. A total of four hundred twenty-three thousand three hundred twenty-one dollars and ninety-three cents was expended to construct the Tanger sewer line. The cost includes construction costs, engineering costs, inspection costs and incidental costs.
3. The service area for the Tanger sewer line as shown in the cross-hatched area on the map of Tanger Sewer Trunk Service Area referenced in subsection A of this section. The net area comprises two thousand one hundred seventy-eight acres. Computation of the net area for each section consisted of deducting half section line rights-of-way of fifty feet and midsection line right-of-way of eighty feet from the gross acreage. Interstate highway, state highway and railroad right-of-way has also been deducted from the gross area. Any development within the service area that does not receive sewerage service from the Tanger sewer line shall not be charged this development fee and likewise any development outside the service area that receives sewerage service from the Tanger sewer line will be charged this development fee.
4. The base reimbursement rate shall be as follows:

5. Reimbursement due the city shall be adjusted to reflect the current prevailing market rate of construction. The index rate of adjustment shall increase according to the Engineering News Record index using March, 1992, as the base rate. The March, 1992, Index value was four thousand nine hundred twenty-six dollars and fifty cents. The calculation is as follows:
