13.08.350 Airport industrial park trunk sewer fee.
   A.   All connections to the airport industrial park trunk sewer, within the cross-hatched area on the map attached to the ordinance codified in this section as Exhibit 1 and on file in the office of the city clerk, whether direct or indirect, will be subject to the airport industrial park sewer charge.
   B.   The airport industrial park trunk sewer fee shall be paid at the time the building permit is issued. No connection is permitted until payment has been received by the city.
   C.   The fund collected will be placed in a restricted “major sewer line account” and can only be used for future trunk or interceptor sewer lines construction.
   D.   The charge will be based upon the following fee schedule:
   1.   The city has constructed a sewer line to provide sewerage service to the city airport industrial park. The line will also provide sewerage service on either side of the line and around the industrial park. This plan provides for reimbursement to the city for the city costs incurred in building the line;
   2.   The city expended a total of six hundred eighty-three thousand three hundred forty dollars to construct the airport industrial park sewer line. The cost includes construction costs, engineering costs, inspection costs, and incidental costs. The above cost does not include the grant provided by the U.S. Department of Commerce, Economic Development Administration or the cost provided by Bojer/Arizona Limited Partnership to upsize the line from Rodeo Road to Centennial Boulevard;
   3.   The service area for the airport industrial park sewer line is as shown in the cross- hatched area on the Airport Sewer Service Map (“Exhibit 1”) referenced in subsection A of this section. The net area comprises eleven thousand five hundred twenty-seven acres. Computation of the net area for each section consisted of deducting half section line rights-of-way of fifty feet and midsection line rights-of-way of eighty feet from the gross acreage. The acreage for the airport flight area and city golf course were also deducted. Any development within the service area that does not receive sewerage service from the airport industrial park sewer line shall not be charged this development fee and likewise any development outside the service area that receives sewerage service from the airport industrial park sewer line will be charged this development fee;
   4.   The base reimbursement rate shall be as follows:
    Total cost $683,340.00 = $59.28/acre
    Net acreage: 11,527
   5.   Reimbursement due the city shall be adjusted to reflect the current prevailing market rate of construction. The index rate of adjustment shall increase according to the Engineering News Record Index using December 1989, as the base rate. The December 1989 Index value was four thousand six hundred seventy-nine dollars and three cents. The calculation is as follows:
