13.08.330 Colorado Street trunk sewer fee.
   A.   All connections to the Colorado Street trunk sewer, within the area designated “Area A” on the map attached to the ordinance codified in this section and on file in the office of the city clerk, whether direct or indirect, will be subject to the Colorado Street trunk sewer charge.
   B.   The Colorado Street trunk sewer fee shall be paid at the time the building permit is issued. No connection is permitted until payment has been received by the city.
   C.   The fund collected will be placed in a restricted “major sewer line account” and can only be used for future trunk or interceptor sewer lines construction.
   D.   The charge will be based upon the following fee schedule which is retroactive to August 15, 1988:
    1.   Single-family dwellings, duplexes, condominiums, townhouses: each unit, one hundred forty-three dollars;
   2.   Multifamily apartments containing three or more units: each family unit, ninety-eight dollars;
   3.   Motels, hotels, trailers, and/or auto courts and mobile homes: each rental unit, trailer space or family unit, seventy-two dollars;
   4.   Business, industrial and commercial establishments, hospitals, churches, public buildings, restaurants, bars, clubs and all other similar buildings: each establishment, one hundred forty-three dollars;
   5.   Schools: each school, one thousand three hundred dollars;
   E.   The basic charge per unit is as established in subsection D of this section and is based upon the Engineering News Record Construction Cost Index of October, 1985. The Index in October, 1985, was four thousand one hundred ninety-two dollars and eighty-two cents and will be used to calculate the actual unit fee at the time the building permit is to be issued. The calculation is as follows:

   F.   The minimum charge per unit will be that established by subsection D of this section. The “Area A” fee is in addition to any other sewer charge which is already required by code or may be required in the future.
