“Commercial and industrial capacity charge” means a charge related to the cost of construction of wastewater treatment facilities needed to provide for a proposed usage based on an average three hundred gallons per day (gpd) flow discharge of wastewater per unit. Flows in excess of three hundred gpd will be based on the minimum per unit (three hundred gpd) plus a unit cost per gallon for the excess over 300 gpd.
