A. No person owning, keeping, possessing, harboring or maintaining a dog shall allow the dog to be at large. A dog is not deemed to be at large:
1. While the dog is actively engaged in a dog obedience training, accompanied by and under the control of his owner or trainer, and that such dog is actually enrolled in or has graduated from a dog obedience training school which has been approved by the animal control officer;
2. While the dog is being used for hunting purposes;
3. While the dog is being exhibited at an American Kennel Club approved show;
4. While the dog is engaged in races approved by the Arizona Racing Commission.
B. No person in charge of any dog shall permit the dog in a public park or upon any public school property unless the dog is physically restrained by a leash, enclosed in a car, cage or similar enclosure, or being exhibited or trained at a recognized Kennel Club event, public school or park sponsored event.
C. The animal control officer may apprehend and impound any dog running at large contrary to the provisions of this section.
