Any person aggrieved by any decision of the city clerk, or other person to whom is delegated the administration of this chapter with respect to the issuance or refusal to issue the license may appeal to the city council by filing with the clerk a notice of appeal. The council shall thereupon fix a time and a place for hearing the appeal. The clerk shall give notice to the person of the time and place of hearing by serving it personally or by depositing it in the United States Post Office at Casa Grande, Arizona, postage prepaid, addressed to the person at his last known address.
