A. It is unlawful for any person to practice or administer any subject or method of treatment listed in paragraph two of Section 5.20.020, whether for a fee or gratuity, without first obtaining and maintaining in effect a massage therapist license as required by this chapter and paying the required business license fee.
B. It is unlawful for any person, association, firm or corporation to operate, own, carry on, or permit to be operated, owned, conducted, or carried on any massage establishment without first obtaining and maintaining in effect a massage establishment license as required by this chapter and paying the required business license fee.
