It is intended that the provisions of this chapter shall operate to so regulate the operation of massage establishments and the conduct of massage therapists, as those terms are defined in this chapter, that they may serve the legitimate health and physical massage needs of the residents of the community. It is further intended that those establishments and individuals be so regulated as to provide their services in compliance with minimal standards of safety, hygiene and moral decency, to the end that the health, welfare and morals of this community may be maintained.
