A. Replacement of off-street required spaces with on-street and public spaces permitted. Uses may utilize on-street parking spaces and spaces in public parking lots to meet minimum required number of off-street spaces if the following conditions are met:
1. Use is located within the Downtown General Plan land use category.
2. All spaces are located within 1,000 feet of the principal use.
3. Reasonable access is provided for pedestrians from the on-street parking space or public parking lot to the principal use.
4. The required number of accessible parking spaces are provided either on-site or in adjacent street parking.
5. Parking arrangement is in accordance with parking plan approved by the Director.
B. Total allowed replacement of required spaces with on-street parking. If all conditions are met to allow off-street parking to be replaced with on-street and public spaces, the following number of required spaces may be met by on-street and public spaces:
1. Residential uses may utilize on-street and public spaces for up to 50% of required parking spaces.
2. All Non-Residential Uses may utilize on-street and public spaces for up to 100% of required parking spaces.
C. Exemptions for small existing non-residential structures. All non-residential structures under 7,500 square feet in floor space, existing at the time of adoption of this ordinance, may use on-street parking that complies with this section to comply with the minimum parking standards outlined in this chapter.
