5.04.030 Payment in advance required.
   All taxes required by this chapter shall be paid in advance to the finance director at the city hall, or in such manner as may be specified by the finance director. The business transaction tax paid in advance shall not be refunded once the business transaction tax application has begun to be processed by the city.
