This chapter shall apply to all special flood hazard areas within the corporate limits of the city of Casa Grande, Arizona. All development of land, construction of residential, commercial or industrial structures, or future development within delineated floodplain areas, is subject to the terms of this chapter and other applicable regulations. This chapter is not intended to repeal, abrogate or impair any existing easements, covenants or deed restrictions. However, where this chapter and another chapter, ordinance, easement, covenant or deed restriction conflict or overlap, whichever imposes the most stringent restrictions shall prevail.
