2.42.020 Authorization to enter into agreements to provide self-insurance.
   Subject to annual appropriation by the council and as part of the budget process, the city manager, or designee, is authorized to negotiate and enter into agreements as the city manager deems practical and necessary for the management of the self-insurance program. These agreements specifically include, but are not limited to:
   A.   An insurance administrator or risk consultant licensed pursuant to Title 20, Chapter 2 of the Arizona Revised Statutes;
    B.   A third party administrator for claims administration for the program;
   C.   Agreements with an insurer to provide individual and aggregate stop-loss coverage to limit the city’s exposure to claims to a certain sum each fiscal year;
   D.   Agreements with medical providers, health insurers, or similar entities to provide medical benefits, medical network leases, pharmaceutical benefits, or other benefits that would be provided to the employees under a fully-insured program;
   E.   An investment manager to manage funds for the trust established pursuant to this chapter;
   F.   Such other agreements necessary for the administration of the trust created by this chapter; and
   G.   Such other agreements deemed necessary for the efficient administration of the program and this chapter made a part of the budget of the city.
