3.04.260 Ethics. 
   A.   Statement of Policy.
   1.   City employees shall discharge their duties impartially so as to reasonably assure fair competitive access to procurement opportunities by responsible contractors.
   2.   Moreover, city employees shall conduct themselves in such a manner as to foster public confidence in the integrity of procurement activities.
   B.   Conflict of Interest.
   1.   No city employee shall participate directly or indirectly in any procurement if the employee has a conflict of interest as defined by ARS § 38-503, as may be amended from time to time.
   2.   Purchases consistent with Arizona Revised Statutes may be made from businesses owned by Mayor and/or council members.
   C.   Withdrawal from Participation. Upon discovery of an actual or potential conflict of interest, an employee shall promptly withdraw from further participation in the procurement, and notify the purchasing officer of the withdrawal and the reasons therefor.
   D.   Gratuities.
   1.   No person shall offer, give or agree to give any city employee any gratuity or offer of employment in connection with any procurement.
   2.   No city employee shall solicit, demand, accept or agree to accept from any other person a gratuity or an offer of employment in connection with any procurement.
