3.04.230 Intergovernmental relations.
   A.   Cooperative Procurement. Notwithstanding any other provision of this chapter, the purchasing officer may authorize the city's participation with one or more other government agencies in a cooperative agreement for any procurement; provided that at least one of the agencies has solicited bids using methods similar to those set forth is this chapter, and which are not in any violation of any state statutes.
   B.   Use of Another Entity's Contract. The purchasing officer may authorize a procurement through the use of a contract initiated by another governmental entity, provided all of the following conditions were met:
   1.   The original parties to the contract agree;
   2.   The contract was awarded or extended within twelve months of the date of purchase;
   3.   The contract is for identical or nearly identical supplies, goods or services; and
   4.   The contract resulted from a competitive bid using methods similar to those set forth is this chapter, and not in any violation of any state statutes.
   C.   Supply of Personnel. The requirements of this chapter shall not apply to any agreement or arrangement when an end user provides personnel to, or obtains personnel from, another government agency.
