3.04.220 Right to inspect plant and audit records.
   A.   Right to Inspect Plant. The city may, at reasonable times and upon reasonable notice, inspect any part of the plant, place of business, or work site of a contractor or subcontractor, at any level of the organization pertinent to the performance of any contract awarded or that may be awarded by the city.
   B.   Right to Audit Records.
   1.   The city shall be entitled to audit the books and records of a contractor or subcontractor, at any level of organization, to the extent that such books, documents, papers and records are pertinent to the performance of such contract or subcontract.
   2.   Any contractor or subcontractor shall make such records available for audit by the city at reasonable times upon reasonable notice.
   3.   Any vendor who receives a contract, change order to a contract, or modification to a contract, for which cost or pricing data is required, shall maintain the financial data and accounting records that relate to the cost or pricing data, for a three-year period from the date of the final payment under contract, unless a shorter period is otherwise authorized in writing by the finance director.
