3.04.040 Purchases in general; bids.
   All purchases made must be consistent with this article, and with any applicable procedures and policies issued by the city manager.
   A.   Purchases up to $4,999.99. Whenever the contemplated purchase is four thousand, nine hundred ninety-nine dollars and ninety-nine cents ($4,999.99) or less, no written or verbal quote is required.
   B.   Reserved to preserve numbering and for possible future use.
   C.   Purchases from $5,000 to $25,000 Inclusive. Whenever any contemplated purchase is for the sum of at least five thousand dollars ($5,000) but not more than twenty-five thousand dollars ($25,000), the purchasing officer shall obtain at least three written quotes on vendor's letterhead. The purchase or contract shall be awarded to the lowest most responsive vendor who submits a quote.
   D.   Purchases in Excess of $25,000. Whenever the contemplated purchase is for a sum in excess of twenty-five thousand dollars ($25,000) in one transaction, the purchasing officer shall, without necessity of council approval, advertise for bids, according to the procedures provided in this article and any applicable policy or procedure issued by the purchasing officer. Prior to award, the mayor and city council must approve any bid or proposal in excess of twenty-five thousand dollars ($25,000).
   E.   Purchases in Excess of $50,000. Whenever the contemplated purchase is for a sum in excess of fifty thousand dollars ($50,000) in one transaction or in aggregate, the purchasing officer shall, without the necessity of council approval, advertise for bids, according to the procedures provided in this article and any applicable policy or procedure issued by the purchasing officer. The mayor and city council must approve the award of any bid or proposal in excess of fifty thousand ($50,000) through the passage of an ordinance. Notwithstanding the prior provisions of this paragraph, council may adopt an ordinance that allows for a specified purchase, project, or group of projects or purchases (such as the city’s annual capital improvement plan) that are anticipated to each be in excess of fifty thousand dollars ($50,000), to be approved, on individual basis, by the passage of a resolution instead of ordinance.
   F.   Alternative Procedures Allowed. Alternative delivery methods, such as design bid build, construction manager at risk, design build, and job order contracting, may be utilized for applicable purchases. These purchases must be in compliance with Arizona Revised Statutes.
