The purpose of this article is to provide oversight and accountability in the use of city resources. This article shall govern the purchase of any goods or services for or on behalf of the city, including but not limited to, the purchase of equipment, material, supplies, services and public improvements. This code should also provide for the fair and equitable treatment of all persons involved in the purchasing process, in order to obtain the highest possible value in exchange for public funds, and to safeguard the quality and integrity of the purchasing system.
