17.68.540 Public protest against amendment to prevent when.
   A.   If there is a written protest against a change in the zoning classification of a par- cel of land, which is signed by the owners of twenty percent or more of the area of lots included in the proposed change of zon- ing, or signed by those owners of twenty percent or more of the area within a distance of one hundred fifty feet of the perimeter of the change of zoning, not including street rights-of-way, the change shall not be approved except upon the affirmative vote of three-fourths of all of the members of the city council.
   B.   If any members of the governing body are unable to vote on such a question because of conflict of interest, then the required number of votes for passage of the question shall be three-fourths of the remaining membership of the council, provided, that such required number of votes shall in no event be less than a majority of the full membership of the council.
