No amendment to the ordinance codified in this title shall be adopted until public hearings have been held thereon by the planning and zoning commission and the city council. A notice of the time, date, place and purpose of the hearings shall be published at least once in a newspaper of general circulation, published or circulated within the city at least fifteen days prior to the date of the first hearing which shall be held by the planning and zoning commission and at least fifteen days prior to a subsequent hearing by the city council. The hearing date shall be set for not more than thirty days after the application of amendment has been received by the zoning administrator and all appropriate processing fees are paid in full.
