17.68.400 In general.
   No person, firm or corporation shall erect, construct, enlarge, alter, repair, move, improve, remove, convert, or demolish any building or structure in the city, or cause the same to be done, without first obtaining a separate building permit for each building or structure from the building official as set forth in the Uniform Building Code of the city. Such building official, for the purposes of this title alone shall be considered to be acting on behalf of, and at the direction of, the zoning administrator.
