2.36.020 Committee membership determined by council.
   A.   Each committee shall consist of as many members as may be provided by the council; provided that, unless waived by the council, each member shall be a resident of the city and appointed by the mayor and council.
   B.   The terms of office for members of each committee shall be as provided by the council.
   C.   All members shall serve until their successors are duly appointed and qualified. A vacancy in office during a term shall be filled by the mayor, with council approval, for the unexpired term.
   D.   The mayor, with approval of council, may appoint a youth member under the age of eighteen to serve as an extra member on any committee; provided that such member shall have no voting privileges, may not participate in any quasi-judicial matters, and shall not be counted for purposes of calculating a quorum or determining the number of votes needed to pass any matter before the committee. The youth member shall otherwise be permitted to participate with all other privileges and duties of a committee member.
