Application for special temporary use permit shall be reviewed by the zoning administrator, who shall approve, conditionally approve, or disapprove such application, except when an application for a special temporary use permit requires a public hearing pursuant to Section 17.68.215. Approval or conditional approval shall be given only when, in the judgment of the zoning administrator, such approval is within the intent and purposes of this section. Any person aggrieved by the decision of the zoning administrator may file an appeal with the board of adjustment. If an application for a special temporary use permit requires a public hearing pursuant to Section 17.68.215, the zoning administrator shall place the application on a future board of adjustment agenda for a public hearing. After said public hearing, the board of adjustment shall approve, conditionally approve, or disapprove of such application.
