17.68.150 City council authority.
   The city council may by resolution reverse or affirm, wholly or in part, or may modify any decision, determination or requirement of the commission, but before doing so, the city council must set the matter for hearing, give notice of the hearing as is provided in Section 17.68.520 of this chapter and must make a written finding of fact setting forth wherein the Commission's findings were in error. A majority vote of the membership of the council shall be required to grant in whole or in part any appealed application for conditional use permit acted upon by the commission.
