A. In considering applications for major site plan approval under this chapter, the planning and zoning commission shall consider the following:
1. Relationship of the plan elements to conditions both on and off the property;
2. Conformance to the city's zoning ordinance;
3. Conformance to the city's general plan;
4. The impact of the plan on the existing and anticipated traffic and parking conditions;
5. The adequacy of the plan with respect to land use;
6. Pedestrian and vehicular ingress and egress;
7. Building location and height;
8. Landscaping;
9. Lighting;
10. Provisions for utilities;
11. Site drainage;
12. Open space;
13. Loading and unloading areas;
14. Grading;
15. Signage;
16. Screening;
17. Setbacks; and
18. Other related matters.
B. The planning and zoning commission shall consider oral or written statements from the applicant, the public, city staff members, or its own members. It may question the applicant and approve, deny, or table the development proposal. The application may not be tabled for more than two regular meetings of the commission.
C. If the commission shall determine by motion that the proposed site plan will not be detrimental to the health, safety, or welfare of the community nor will cause traffic congestion or seriously depreciate surrounding property values at the same time is in harmony with the purposes and intent of this chapter, the plan for the area, and the comprehensive plan, the commission may grant such site plan approval and impose conditions and safeguards as they deem necessary.
D. Site plan approval applications may be denied by motion of the commission when such motion or consent shall constitute a finding and determination by the commission or staff that the conditions required for approval do not exist.
E. A site plan which has been denied by the commission shall not be reviewed by the council except upon written request by the applicant to the city council within ten days of the commission's decision, and placed on next available city council agenda. At such meeting, the council shall consider oral or written statements from the applicant, city staff, and public and its own members.
F. The council, upon reviewing the applicant's request for site plan approval may then approve, deny, or table the site plan request. The request may not be tabled more than two meetings.
