Sec. 34-36. Civil penalty for violation.
   (a)   Violations of the parking regulations contained in this chapter shall subject the offender to the civil penalties hereinafter enumerated. The town in a civil action in the nature of debt may recover civil penalties.
   (b)   No person shall park any vehicle in a manner:
   (1)   As to obstruct fire hydrants or fire lanes;
   (2)   That results in the vehicle being parked or left standing:
      a.   In a space designated in conformance with G.S. 20-37.6(d) for handicapped or visually impaired persons, when the vehicle does not display the distinguishing license plate or placard or disabled veteran license plate issued as required by state statute; or
      b.   So as to obstruct a curb ramp or curb cut for handicapped persons, as provided for by the state building code or as designated in G.S. 136-44.14.
   (3)   That results in an oversized vehicle being parked or left standing.
   (4)   That violates any other section of the Town Code.
   (c)   The penalties for violations of the traffic regulations listed in this Chapter shall, except as otherwise provided by law, be established by the Town Council through adoption of the annual operating budget ordinance.
