§ 158.040  SUBMISSION OF PLANS.
   (A)   After the City Council has approved the preliminary plat, but prior to submission of the final plat, the developer shall furnish six copies of the plans and specifications for all improvements to be installed within or in conjunction with the proposed development to the City Clerk, pay all associated filing fees before review by the City Engineer. These plans and specifications shall be signed and sealed by the registered professional engineer responsible for their preparation.
   (B)   Until the City Engineer certifies in writing that the proposed improvements conform to generally accepted engineering practices and to the standards in this chapter:
      (1)   The Administrator shall not issue any building permit to allow construction of said improvements; and
      (2)   The City Council shall not act upon the application for final plat approval.
