It shall be unlawful for any person to do or commit any of the following acts within the city, to-wit:
(A) Drink any alcoholic liquors on any public street, alley, sidewalk or other public way without special permission granted by the Mayor;
(B) Drink any alcoholic liquors in any public park, except with the permission of the Mayor;
(C) Drink any alcoholic liquors on any private property without permission of an owner thereof;
(D) Appear on or in any public street, alley, sidewalk or other public place, including parks and recreation areas, in an intoxicated condition; and
(E) To consume or possess alcoholic liquor on the school grounds on the Community Unit District #1 situated in the city.
