(A) The city does hereby elect to participate in the state’s Municipal Retirement Fund.
(B) The city includes in its levy and appropriation ordinance provisions for the levying of a special tax to pay the city’s cost of participating in the Retirement Fund and appropriate therefrom funds to pay the cost of participation.
(C) The City Council does hereby elect to exclude from participation in the state’s Municipal Retirement Fund all officials and employees in positions normally requiring performance of duty for less than 1,000 hours per year.
