Eligible employees shall mean all employees of the city, eligible under the Federal Act being 42 U.S.C. §§ 401 et seq., except persons elected to office by popular election and also the City Treasurer and City Attorney. Withholdings from salaries or wages of employees for the purpose provided in sections hereof are hereby authorized to be made in the amounts and at such times as may be required by applicable state or federal laws or regulations and shall be paid quarterly.
