The city shall file a suit in the Circuit Court of the state asking for an injunction to restrain the operators of an unlicensed business from continuing to operate the business until such license or permit is lawfully applied for and issued. Prior to filing suit, the city will give the business operating without a license written notice of the violation and allow for five business days to complete the application process. If the application is not completed and business license obtained within five business days from the receipt of the notice, the suit shall be filed for injunction.
