(A) Regular meetings of the boards shall be held at least once each month at a time and place of the boards, the President shall call a special meeting; notice of such special meeting and the purpose thereof shall be given all members of the boards at least 24 hours in advance and the business transacted at such meetings shall be limited to that contained in such notice, except when all members attend such special meeting, any business may be transacted. A quorum shall consist of the majority of the boards.
(B) The order of business at said meeting shall be as follows:
(1) Roll call;
(2) Reading of minutes;
(3) Report of the Secretary;
(4) Report of the Clerk;
(5) Old business;
(6) New business; and
(7) Adjournment.
