The Parks and Recreation Board and the Pool Board shall exercise all powers and responsibilities, not reserved to the City Council, as set forth in 65 ILCS. The object in exercising the powers and responsibilities of the above statute shall be achieved so far as possible by providing a staff of employees trained in public recreation and leisure-time activities for children, young people, men and women in all walks of life; conducting a program, making use of physical properties available in the community and surrounding territory, including the community park and the facilities contained therein. The Board is further empowered to solicit and encourage the gifts of money and property for the benefit of the Community Recreation Program, but, if the acceptance thereof for such purposes shall subject the city to expense for improvement, maintenance or renewal, the acceptance of any grant or devise of real estate shall be subject to the approval of the City Council.
