If a vacancy occurs in the office of any member, the Mayor shall appoint a successor to serve the unexpired term with the advice and consent of the City Council. Vacancies shall be declared in the office of a Trustee by the Board when the trustee declines or is unable to serve, or is absent without cause from three regular Board meetings within a period of one year, or is convicted of a misdemeanor for failing, neglecting or refusing to discharge any duty imposed upon a Trustee or becomes a non-resident of the city who fails to pay the non-resident fee levied by the corporate authorities.
