§ 50.096  INDUSTRIAL SURCHARGE.
   (A)   An industrial surcharge in addition to the user charge rate shall be assessed to cover the proportional cost for treatment of the additional contaminant loading from higher strength wastes.
   (B)   (1)   The surcharge for BOD and SS shall be applicable only if both of the following two conditions are met:
         (a)   The concentration of BOD exceeds 300 mg/l or suspended solids exceed 390 mg/l; and
         (b)   The mass loading per employee per eight-hour shift for BOD exceeds 0.057 pounds or, for suspended solids, exceeds 0.073 pounds.
      (2)   If both of these conditions are met, then the surcharge shall apply to that portion of each parameter which exceeds the above concentration. The city shall have the authority to assess a surcharge on any other parameter discharged in concentrations higher than found in normal domestic sewage.
   (C)   Industrial users shall be billed an additional charge to cover the cost of wastewater monitoring proportionate to the number of times per year their class of user is sampled.
   (D)   There shall be billed, as required, additional charges for the following:
      (1)   Actual costs incurred for user requested sampling and analyses;
      (2)   Actual costs incurred for special handling or other user services not provided for elsewhere in this chapter; and
      (3)   Actual costs incurred for handling a user’s check with insufficient funds.
