The following rates are established for the user charge system:
(A) A minimum monthly service charge of $6.52 per month to all users of the sewer system. This charge shall include the first 2,000 gallons, or portion thereof, of wastewater discharged to the sewer system. Below is a breakdown:

(B) A service charge rate of $3.22 per 1,000 gallons for each and every 1,000 gallons or portion thereof, over the first 2,000 gallons to all users of the sewer system. The debt service charge shall be computed by dividing the annual debt service of all outstanding bonds by the annual metered water usage plus an estimate of water usage for non-metered users.
