All actions of the City Council for the purchase, expenditure, transfer, donation or distribution of funds as specified in § 36.135 of this chapter, as preliminary read and approved shall be presented to the City Treasurer who shall prepare a report to be presented to the next regularly scheduled Finance Committee meeting identifying the fund or funds available for such expenditures, the first date of availability of such funds, any special restrictions in use of funds or the necessity of transfers of funds or liquidation of investments anticipated to be required to meet the financial requirements of the action and any recommendation of the Treasurer regarding payment.
