(A) The Mayor shall, with the approval of the City Council, proceed to appoint a board of nine Trustees for the public library chosen from the citizens at large with reference to their fitness for such office. Not more than one member of the City Council shall be (at any one time) a member of the Library Board.
(B) Trustees of the Library Board shall serve without compensation, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties from library funds.
