§ 34.02  OFFICE OF CHIEF CREATED.
   (A)   There is hereby established the office of the Chief of Police. The Chief of Police shall be appointed by the Mayor with the advice and consent of the City Council. If the Chief of Police is not reappointed, he or she shall be given the opportunity to be assigned to his or her previously held rank.
   (B)   The Chief of Police shall have such minimum qualifications including:
      (1)   A certification of graduation relative to the successful completion of the State Police Training Institute; and
      (2)   A certificate for successful completion of 40 hours of firearms training.
   (C)   Compensation for the Chief of Police shall be determined by the City Council considering such appointee’s duties, training, education, work experience and the relative incomes of other department personnel.
   (D)   The position of Assistant Chief of Police is created to assist the Chief of Police in managing and supervising the Police Department. The Assistant Chief shall be appointed by the City Council upon recommendation of the Personnel Committee, concurrently with the appointment of Chief of Police. The Assistant Chief shall be compensated by stipend as established by the City Council, in addition to his or her hourly rate of pay.
